Naperville PFD ordinance?

Heard from my brother that if you are in or on the dupage in Naperville's boundaries, they require the use of a personal flotation device or you risk a $50+ ticket. Anyone know? I haven't attempted to google an answer yet.

That's nuts. Law is you have to have one in a boat, but wading?
I'd just as soon get a ticket, then go fight it.

I can't find anything beyond the normal 13 year-olds in less than 26' rule

Unless otherwise noted, anglers may fish from shorelines, piers and boats and may wade in rivers and streams. Wading in lakes or ponds, swimming, and using rubber rafts or similar flotation devices are not allowed.

He said it was a ticket from a Naperville Park Police, but I still can't find any ordinance.

I called them directly since I couldn't find an answer online, and they confirmed that you DO NOT need a PFD for wade fishing. Now I have to figure out why my brother's friend got a ticket.
