To be fair, you should read the whole thread:The ISA does give out the yellow poacher cards with local enforement numbers for the different regions. The next time you go to fish your favorite fishing hole and you see someone in it maybe it is worth asking 1 simple question before you go find another spot. "Can I see your fishing license"?

As of now, no fearless leaders have come on to say what a dumb idea this would be for any ISA member to try to do.
Sounds to me like some local was trying to protect his spot from the hordes of immigrants.
"Hey, that's cool, let's make it part of our policy to protect our spots."
Like I need, when I'm out fishing, some asshole coming up to me and asking me to see my fishing license. And they aren't a cop or CPO. I wouldn't show my drivers license to some random moron asking for it. Sounds like a harassment suit in the making.
As a teenager we had wannabe cops pulling people over for the heck of it. They had the rotating dome lights and spot lights. When we realized what was going on and they weren't cops, we'd give them a little beating and send them home crying to mommy.
I do believe I can hit a forehead quite hard with a 1/16th ounce jig from a distance of 50 feet. So they better ask from a little further back than that.
Or maybe they're only going to target immigrants.
